Russian spoon lathe

This picture appeared on Pinterest. It appears to be a small lathe for shaping spoons. Does anyone know how it would work, and what is the function of the loop-shaped part around the spoon?

I traced the image to a Russian website, which is a bit of a dead-end information-wise.

That is fascinating Simon... Could be that it was only used to turn the handles?

Interesting point Robin, except that most of the handle is obscured by the device.
