Not sure it is a clogmaker's adze, looks more like a yolkmaker's adze to me.

Verdier (guide for old tools collectioners) presents those hand adzes as clogmaking tools. In fact they were, it seems. The long and narrow side is described as a tool for carving the inside of the clog.
Those "hucholots" are also a specific tool of the yolkmaker anyway.
